Rwanda has about 14 million people and one of the smallest economies in this set, but it punches well above its size in policy coordination. Kigali has positioned itself as a convening hub for African tech policy, hosting the Africa CDC and multiple pan-African digital initiatives.
The government has built one of the more coherent national broadband strategies in the region, with fibre reaching district level, though household internet penetration remains modest outside Kigali. Mobile money usage is growing but has not reached Kenyan levels of maturity.
Government services, health, and agriculture dominate AI use cases, supported by direct ministerial sponsorship. Rwanda's drone delivery programme for medical supplies, run with Zipline, is one of the most cited African AI-adjacent success stories globally.
Law No. 058/2021 on the Protection of Personal Data and Privacy is comprehensive and closely enforced through the National Cyber Security Authority. Rwanda has also published a National AI Policy, making it one of the few African governments with an explicit AI strategy document rather than general digital policy.
