Uganda has around 48 million people, one of the youngest median ages in the world at under 17, and an economy weighted toward agriculture and services. Kampala is the commercial centre, with a growing base of public sector digitisation projects run through NITA-U.
Mobile penetration is strong but data costs remain a barrier for a large share of the population, and 4G coverage is concentrated in Kampala, Entebbe, and regional towns. Mobile money, led by MTN and Airtel, is the primary digital financial rail for most Ugandans, ahead of formal banking penetration.
Public procurement, tax administration, and education are the leading domestic AI use cases, alongside a growing agri-tech sector focused on coffee and food crop value chains. Universities are increasingly building AI curricula in partnership with private sector employers.
The Data Protection and Privacy Act 2019 established the Personal Data Protection Office under NITA-U, with registration requirements for data collectors and processors. Enforcement capacity is still developing, but PPDA procurement rules already shape how government AI contracts are structured.
